State of Utah, Governor’s Office of Planning and Budget – Business Case Analysis of Budget System
The Challenge:
Utah’s 14 year old legacy budgeting system was wholly inadequate to meet the challenge of collecting and consolidating budgets from the state’s myriad departmental entities. Ideas for a new solution were diverse amongst the 16-member steering committee charged with setting direction for this new system. They could not move forward without a common vision.
The Solution:
We started by quickly understanding the core business of the Budgeting Office and how their processes and legacy system delivered the annual governor’s budget. Next came an efficient review of the major departmental areas and one-on-one meetings to develop important business relationships with a sub-set of leaders. Leveraging that knowledge we held a series of steering committee meetings creating a forum for each view to be heard and common understanding reached.
